Objectives
The overall objective of the project is to examine the fundamental rights situation of persons with intellectual disabilities and persons with mental health problems in the European Union. The first phase of the project consists of desk research which illustrates the evolution of the policy domain in the fields of disability and mental health in relation to the following themes: a) exercise of the right to independent living, b) fundamental rights situation in institutions, c) recognition of equal legal capacity, d) access to justice. The second phase includes field research and specifically: a) qualitative research with persons with mental health problems and persons with intellectual disabilities, b) observation in institutional settings and in community setting, c) focus group interviews with stakeholder group, d) drafting of a country case study report and e) peer review of results.
